The ecological environment has a solid foundation. Huai'an has executed 132 eco-environmental infrastructure projects and completed the annual rectification tasks addressing the issues identified during the central government's second round of inspections on ecological environment protection. Additionally, it has addressed the concerns highlighted in the national Yangtze River Economic Belt ecological environment warning film. The Standing Committee of the Municipal People's Congress has reviewed and approved the Regulations of Huai'an City on Kitchen Waste Management and the Regulations of Huai'an City on Administration of City Appearance (Amendment). The six major initiatives to enhance air quality in autumn and winter, the three-year ecological clean water action plan, the focused rectification of “high energy consumption, high pollution, and low efficiency” enterprises, and the improvement of quality and efficiency in urban sewage treatment have been deeply implemented. The annual average concentration of PM2.5 is 36 μg/m3, and the ozone concentration is the best in the province, making it the only city that meets the national Class II standard among all cities with districts in the province. Among the 57 national and provincial monitoring sections, 93% have met Grade III water quality standards, exceeding the provincial target. Additionally, the centralized collection and treatment rate of urban domestic sewage has increased by 6.8 percentage points to 62%. A total of 113 technological transformation projects for energy conservation and emission reduction have been implemented, and 6 national green factories have been established. Huai'an has evolved into a provincial ecological garden city, with 83 rivers and lakes developed to enhance quality of life. The public satisfaction rate regarding the ecological environment stands at 93.4%.
