Huai'an is a city directly under Jiangsu Province. It administers 4 districts: Qingjiangpu, Huaiyin, Huai'an, and Hongze, along with 3 counties: Lianshui, Xuyi, and Jinhu. The Huai'an Economic and Technological Development Zone and the Huai'an Industrial Park are planned independently, with their statistics reported separately. The city comprises 57 towns, 38 subdistricts, 1,380 administrative villages, and 205 neighborhood committees.
