To the people's governments of all counties and districts, all commissions, offices, and bureaus of the municipal government, and all directly affiliated entities of the municipal government:
To standardize major administrative decision-making procedures, promote scientific, democratic, and law-based decision-making, and improve the quality and efficiency of decision-making, in accordance with the Interim Regulations on Major Administrative Decision-making Procedures, the Measures of Jiangsu Province for the Implementation of Major Administrative Decision-making Procedures, and the Measures of the Jiangsu Provincial People's Government for the Administration of the Catalogue of Major Administrative Decision-making Matters, the General Office of the Huai'an Municipal People's Government has prepared the Catalogue of Major Administrative Decision-making Matters of the Huai'an Municipal People's Government in 2026, which is hereby promulgated.
Entities responsible for undertaking decision-making matters are requested to conscientiously organize and implement them in accordance with the provisions and requirements of major administrative decision-making procedures, strictly fulfill statutory procedures including public participation, expert argumentation, risk assessment, legality review, and collective discussion and decision-making, and promptly organize and archive evidentiary materials of statutory procedures formed during decision initiation and the decision-making process, so as to achieve full-process recording of major administrative decisions.
