Huai'an Paves the Way for Skilled Employment to Enrich the People and Prosper Industry
time:2026-10-27

This year, Huai'an has seized the opportunity presented by the provincial "15th Five-Year Plan" to build a regional training base for highly skilled talent. It has rolled out an upgraded 2.0 version of the "Skills Empower Huai'an" initiative, building a skilled talent cultivation system that covers all citizens, spans the entire chain, and empowers the full life cycle.

Huai'an focuses closely on employment demand and income growth. Huai'an has deepened its integrated "employment, training, and assessment" services, conducted two-way monitoring of corporate hiring needs and public training aspirations, dynamically optimized class schedules, and delivered targeted training courses. After the training, every trainee can receive more than 3 recommended jobs. "Evening skills classes" and "weekend classes" are delivered in production workshops. Huai'an also implements off-peak instruction and classes held close to workers, while offering tiered training tailored to workers with different skill foundations. Huai'an has pioneered a differentiated training subsidy mechanism in the province, where participants who maintain stable employment within six months receive 100% of the subsidy, while those who do not receive 80%, thus enhancing the efficiency and performance of training funds. In this year's first half, Huai'an added 18,300 skilled workers, with high-skilled talent accounting for over 30%, and the average salary of trained workers rose by 15%.

Huai'an focuses on the needs of industrial development. Highlighting five major industrial clusters, Huai'an has accelerated the construction of practical training production lines integrating work and study. It has built a skills training ecosystem where "enterprises set job standards, educational institutions provide teaching resources, and the government offers policy support," while encouraging school-enterprise collaborations to launch short-term practical training and technical upgrade programs. The catalog of high-skilled talent includes 41 local professions in short supply, including battery manufacturing workers and well- and rock salt makers. Subsidies for training high-skilled talent in local characteristic industries, advanced manufacturing, and artificial intelligence have been increased by 30%, aligning skill cultivation closely with industrial demand.
