Huai'an City Establishes "Chain-Style Service" Mechanism for Foreign Affairs
time:2026-10-13

Since this year, Huai'an City has focused on three key areas—project attraction and introduction, industrial cooperation, and corporate going global—innovatively developing a "chain-style service" mechanism to continuously transform its foreign affairs and Hong Kong/Macao resources into tangible outcomes for open development.

Huai'an has sent delegations to reach out and match resources. It has established an assessment and review mechanism for official overseas delegations. So far this year, approvals have been granted to 20 official delegations totaling 56 participants to visit countries such as France, the Netherlands, and New Zealand for economic and trade matchmaking. Officials were assigned to temporary posts at the Huai'an Economic and Technological Development Zone and sent to cities including Shanghai, Nanjing, and Hefei to match projects. In coordination with various counties and districts, officials conducted targeted investment promotion in France and the Netherlands, facilitating the signing of foreign investment projects worth hundreds of millions of yuan, including a Dutch genetic testing equipment manufacturing project and a French Xinhang railway components project.

Huai'an has built a diversified matchmaking platform. It continues to build multi-tiered platforms for international exchange and cooperation, proactively engaging with the consulates general of the Republic of Korea, France, the Netherlands, and Germany in Shanghai, as well as organizations like the China Economic Cooperation Center and China-Asia Economic Development Association, to help leading local industries such as new energy and automotive parts connect with European markets. Huai'an hosted the China-Europe (Huai'an) Automotive Components Industry Cooperation and Exchange Conference, organized the Global Youth Talents-Huai'an Tour, and held the China-the Republic of Korea (Huai'an) Sci-Tech Innovation Matchmaking Conference and Project Roadshow.

Huai'an has optimized the supply of foreign-related government services. Focusing on two high-frequency business requests—invitations for foreigners visiting China and applications for APEC Business Travel Cards—Huai'an has streamlined approval procedures, cutting the processing time for foreigner invitations to two working days and issuing nearly 300 APEC Business Travel Cards over the past three years. It regularly organizes events such as "Face-to-Face Foreign Affairs for Enterprises" sessions and "Young Entrepreneurs Lecture" policy briefings. It has also set up "Foreign Affairs Mini Service Stations" at government service centers, airports, high-speed railway stations, and other key venues.
