Huai'an City Introduces Seven Measures to Strengthen Rights Protection for Workers in New Forms of Employment
time:2026-10-12

To effectively safeguard the legitimate rights and interests of workers in new forms of employment—such as App-based delivery riders, couriers, ride-hailing and freight drivers, and live-streamers—Huai'an recently rolled out the Seven Measures to Strengthen Rights Protection for Workers in New Forms of Employment. Focusing on critical areas including employment management, labor protection, social security, skills training, and rights protection services, Huai'an has deployed a multi-pronged package of measures to continuously enhance the sense of fulfillment, happiness, and security among these new employment groups.

Regarding employment practices and rest guarantees, the Measures clearly require enterprises to sign labor contracts or written agreements in accordance with the law and implement mandatory rest rules, pausing order assignments for 20 minutes after a worker has worked continuously for more than 4 hours to ensure adequate rest. In addition, labor compensation must meet or exceed the local minimum hourly wage. Meanwhile, occupational safety protections will be strengthened, safety training and health checkups will be provided, and labor protections during severe weather will be enhanced.

"One-stop" services will be promoted for occupational injury protection, shortening the handling time for benefit verification and reimbursement, with benefits disbursed directly to workers' social security cards. Household registration (hukou) restrictions on enrolling in social insurance at the place of employment will be completely lifted for flexibly employed workers, and online platforms will be leveraged to streamline social insurance procedures and expand coverage.

Huai'an will also broaden employment channels, build a "30-minute training service circle," and provide vocational skills training subsidies of RMB 500 to RMB 4,300. The government will establish a "one-stop" mediation platform for labor disputes, along with special campaigns to safeguard workers' rights and interests in new forms of employment and address issues such as wage arrears and excessive overtime. A quarterly multi-departmental regulatory interview mechanism will be established to promote collective bargaining within the industry and ensure that platform enterprises fulfill their primary responsibilities.
