Huai'an Enhances Urban Travel Through "Three-Network Integration"

In recent years, Huai'an has focused on the "three-network integration" of rail transit, bus transit, and slow-traffic systems as a key driver to continuously consolidate its achievements as a National Green Travel City.

In Huai'an, shared (electric) bicycles are available within 50 meters of all 34 rail transit stations across the city. Over 80% of stations are equipped with bus transfer facilities within 100 meters, and the transfer connection rate between rail transit stations and bus routes has reached 99.17%. Stepping off a station platform to hop on a bike, or walking a few steps to transfer to a bus—seamless connections across multiple travel modes are commonly experienced by Huai'an citizens.

In terms of the public transit network, a scientifically planned three-tier network of "express, trunk, and feeder" lines has been established, with an average annual operating distance of 44 million kilometers. Over the past five years, more than 110 bus routes have been newly opened or optimized in the urban area, filling route network gaps of approximately 63 kilometers. To meet diverse travel needs, customized bus services have been introduced for industrial parks, school campuses, scenic areas, commercial zones, factory premises, and residential communities, establishing a new "1+N" network layout model in industrial parks that serves over 100 enterprises and benefits more than 50,000 passenger trips.

Tailored to local conditions, the slow-traffic system leverages the "Four Rivers and Eight Banks" water network to create a 100-li waterfront greenway network, and has completed the 27.1-kilometer "four-line" (walking, jogging, cycling, and boating) system along the Liyunhe Canal Cultural Corridor to high standards. As of the end of 2025, a total of 39,000 shared (electric) bicycles and 3,353 bike hubs have been deployed citywide, with an intelligent supervision platform ensuring designated, geolocated, and directional parking.

Smart empowerment has advanced in tandem. The "Chengke e-Home" app integrates bus transit, trams, shared bikes, parking, and ride-hailing services, providing comprehensive information services across the entire mobility chain. A total of 128 smart bus shelters have been built, achieving 100% coverage of electronic bus stop signs along major arterial roads. An intelligent dispatch system dynamically allocates transit capacity based on real-time passenger flow and traffic conditions, effectively reducing the deadhead rate.
