In recent years, Huai'an has proactively cultivated the "soil", introduced "species", and dredged "waterways" to cultivate a "rainforest-style" industrial ecosystem and create a vibrant environment where all businesses flourish together, enabling large, medium, and small enterprises to take root, grow, and thrive in collaborative symbiosis.
Huai'an has focused on cultivating five 100-billion-yuan-level industrial clusters, namely next-generation information technology, new energy, automotive and parts, new materials, and food and health. At the same time, it is guiding counties and districts to develop one or two competitive local specialty industries and enabling municipal leading industries and county-level specialty industries to reinforce one another. The city has strengthened joint analysis by the government, tax, and financial authorities, prioritizing the attraction of industrial-chain projects that integrate into the local industrial chain and drive the growth of supporting enterprises.
Huai'an has improved enterprise-oriented services, strengthened industrial organizational platforms, and reinforced resource and talent guarantees to build a closer and more efficient industrial symbiotic ecosystem. It has established an enterprise service network comprising the Municipal Enterprise Development Service Center, 9 development zones at or above the provincial level, and 32 municipal functional departments with improved offline service windows, as well as refined mechanisms for enterprise visits and the closed-loop resolution of corporate requests. It has upgraded the "Huai'an Enterprise Assistant" to version 2.0, providing one-stop, end-to-end online and offline services for large, medium, small, and micro enterprises.
Huai'an has also rolled out a three-year action plan for capital injection and capacity expansion, providing dedicated task-force services throughout the entire process for chain-leading enterprises such as Avary Holding and Jushi Group. Over the past two years, capital injection and capacity expansion in the printed circuit board (PCB) industry have progressed concurrently, with total investment exceeding RMB 30 billion. Additionally, industrial alliances centered on leading enterprises have been established to coordinate upstream and downstream supply-demand matching, encourage these chain-leading enterprises to release supporting procurement orders, and offer targeted support for the growth of local small and medium-sized supporting enterprises. A comprehensive industrial service ecosystem has taken shape.
