In recent years, Huai'an has focused on key links in project implementation and construction, innovatively established a "five-stage" lifecycle management for projects, coordinated functions scattered across various departments, and provided "one-on-one" express services for projects with an investment of over 1 billion yuan. Simultaneously, a supervision and evaluation system featuring "monthly joint conferences, quarterly observations, and annual assessment" has been instituted to ensure seamless service delivery. At the municipal level, factors such as land use, energy consumption, and environmental capacity are coordinated, with each county and district dynamically reserving two contiguous plots of industrial land of over 500 mu (33.33 hectares) each year.
Huai'an is simultaneously advancing enterprise echelon cultivation and technological innovation to comprehensively boost enterprises' endogenous momentum for reinvestment. In strengthening the cultivation of enterprise echelons, the city has deepened the cultivation of "peak-building and chain-strengthening" enterprises, specialized, sophisticated, distinctive, and innovative enterprises, and emerging enterprises, supporting leading enterprises in driving coordinated upgrades across industry chains through capital increase and production expansion. Over the past five years, more than 1,400 enterprises have been encouraged to implement technological transformation, investing over 176 billion yuan in technological transformation, continuously elevating their levels of intelligence, green development, and integration. To strengthen the supply of scientific and technological innovation, the city has conducted rolling surveys to identify the R&D needs of enterprises aiming at capital increase and production expansion, accurately matched them with innovation resources such as universities and research institutes, and supported enterprises in carrying out key technical breakthroughs and industry-university-research cooperation.
From January to August this year, the city commenced construction on 616 capital increase and production expansion projects, securing a total investment of 47.11 billion yuan. Leading enterprises such as Qingding, Jushi, and BYD have continued to increase capital and expand production in Huai'an. Notably, Qingding added an investment of 11 billion yuan in the first half of the year, bringing its cumulative investment in Huai'an to more than 39 billion yuan. Jushi Group made an additional investment of 4.43 billion yuan to launch its Phase III project, bringing its cumulative investment in Huai'an to over 15 billion yuan, driving the clustered development of more than 30 enterprises—including Hongruixing High-end Copper Clad Laminate with a total investment of over 3 billion yuan—and achieving "over-the-fence supply."
