Over the past five years, based on its resource endowment and industrial foundation, Huai'an has continuously strengthened the top-level design for industrial development, optimized the industrial cultivation system, improved the industrial advancement mechanism, and solidified the industrial development ecosystem. Earlier this year, the city issued the Ten Opinions on Further Strengthening the Development of Distinctive and Competitive Industries. It focuses on building five 100-billion-yuan leading industrial clusters—next-generation information technology, new energy, automobiles and auto parts, new materials, and food and healthcare—while proactively laying out future industries such as green hydrogen energy and 6G technology, refining cultivation paths for distinctive and competitive industries, and improving a full-chain working mechanism featuring closed-loop advancement, dynamic monitoring, and ecological empowerment.

Currently, the city's five 100-billion-yuan leading industrial clusters account for 73.4% of its industrial enterprises above designated size, with the next-generation information technology cluster surpassing 100 billion yuan in scale. The photovoltaic industry was selected as a national advanced manufacturing cluster, and four provincial-level distinctive industrial clusters for small and medium-sized enterprises were newly added last year. The number of industry-leading enterprises with revenues of 10 billion yuan and 5 billion yuan increased from 2 and 4 to 6 and 9, respectively, with industrial concentration, distinctiveness, and core competitiveness continuing to rise.

Over the past five years, to continuously stimulate the endogenous momentum of the clusters, Huai'an has steadily improved its industrial service system. It successively established industrial alliances (associations) for semiconductors, new energy, and auto parts, put the "1+9+32" enterprise service network into substantive operation, and upgraded the "Huai'an Enterprise Assistant" platform. The city has routinely facilitated supply-demand matching along industrial chains, promoted the publicity and implementation of policies, and precisely resolved various difficulties in corporate financing, labor, and resource support. By comprehensively nurturing fertile ground for industrial development, Huai'an is driving the steady advancement of the five 100-billion-yuan industrial clusters toward large-scale, distinctive, and high-end development.
