In recent years, Huai'an has focused on high-quality manufacturing development as its main direction, successively researching and rolling out policy documents such as the Implementation Opinions on Accelerating the Development of Advanced Manufacturing Clusters, the Action Plan for High-Quality Manufacturing Development, and the Ten Opinions on Strengthening the Development of Characteristic and Advantageous Industries. It has continuously refined the top-level design for implementing the strategy of strengthening the city through industry, coordinating the expansion of the industrial foundation and the enhancement of quality, efficiency, and performance. From January to July this year, the city's industrial economy was strongly supported, with the added value of industrial enterprises above a designated size, industrial invoiced sales, and industrial electricity consumption increasing by 6.5%, 7.6%, and 4.1% year-on-year, respectively.

Huai'an has innovatively established an analysis and assessment mechanism for projects exceeding 1 billion yuan, strictly controlling project quality from the source. It has established mechanisms, including "five-stage" lifecycle management for projects, "one-on-one" express services for major projects, and early warnings for lagging projects, strengthening end-to-end tracking, progress, and services across all project phases. From January to July this year, industrial investment grew by 5.2%, with strong momentum in capital increase and capacity expansion, driving a 17% growth in investment in industrial technological transformation.

Huai'an has carried out actions such as cultivating specialized, sophisticated, distinctive, and innovative enterprises, promoting " intelligent upgrading, digital transformation and network connectivity" and "AI+," upgrading traditional industries, and strengthening category-specific guidance and systematic advancement. Since the beginning of this year, a municipal-level AI innovation empowerment center has been set up, and 82 typical industrial AI scenarios have been successively released. To strengthen innovation empowerment, the city took the lead in the province to issue administrative measures for chemical pilot test bases and settled projects, and the mechanical manufacturing system pilot test platform was selected for the national key incubation pool.
