In recent years, Huai'an has focused on creating a low-cost logistics business environment, vigorously developing multimodal transport, and building a multimodal transport network system featuring water transport leadership, road-rail coordination, and land-sea linkage. It provides customized logistics services for key industries and foreign trade enterprises, effectively promoting cost reduction and efficiency improvement in logistics.

The city is strengthening hub service support. The Phase III automated terminal project of Huai'an Port was completed, with a container throughput capacity reaching one million TEUs. The new freight yard of the rail-water intermodal transport upgrading project has been put into trial operation, boosting the annual handling capacity of the Xingang Railway Freight Station to 239,000 TEUs. To build a "one body, two wings, multiple points" multimodal transport hub system, the city has launched integrated port operations and established a joint venture for port operations, and it is promoting the sharing of hub resources and the aggregation of service functions.

The city is improving transport service quality. It has developed multiple high-quality multimodal transport routes; the sea-rail intermodal trains from Huai'an to Shanghai and Ningbo cross the river via the Shanghai-Suzhou-Nantong Yangtze River Bridge, reducing transit time by about 40%, with daily trains running between Huai'an and Shanghai. Deepening cooperation with the Port of Shanghai, Huai'an Port has integrated into the global shipping system, introducing 16 internationally renowned shipping companies to carry out river-sea-river combined transport CCA business, improving import and export transport efficiency.

The city is promoting customized service projects. It launched the "Logistics Services into Enterprises" campaign, precisely customizing logistics services on a "one policy, one enterprise" basis, effectively assisting the settlement of major industrial projects such as Zenith Steel, Jushi New Material, and Trina Solar, and efficiently serving the import of raw materials and export of finished goods for enterprises like Canasin, Hexing Auto, and Hankook Tire. By promoting the establishment of cooperative relations between Huai'an Port and more than 600 domestic and foreign trade enterprises, it saves approximately 300 million yuan in social logistics costs annually.
