AI Empowers Huai'an's New Paradigm for Trusted Data Space Development

Focusing on key pain points and challenges in municipal data governance and addressing prominent issues in data circulation—such as being "afraid to share, unwilling to share, and unable to share"—Huai'an has innovatively explored development paths for three types of trusted data spaces: urban, industrial, and enterprise spaces. Powered by AI as a core driving force, the city aims to build a municipal benchmark for compliant and secure data circulation. Currently, two projects—the Huai'an Huangma Port Enterprise Trusted Data Space and the King's Luck Liquor Trusted Data Space—have been selected for the provincial project repository.

Technically, Huai'an deeply integrates cutting-edge digital technologies such as privacy-preserving computation and blockchain evidence storage to build a secure and controllable data circulation system. This enables data to be "usable but invisible, usable but non-extractable," maximizing the value of data assets while ensuring data security and adhering to compliance baselines.

In terms of scenario application, initial results have emerged: The Huangma Port Trusted Data Space established an AI smart vessel-finding system, using intelligent algorithms to achieve precise matching of shipping capacity and optimize cargo transshipment processes, effectively boosting port logistics efficiency; King's Luck Liquor implemented intelligent models such as AI data querying and smart customer service, deeply embedding digital capabilities across the entire process of manufacturing, market operations, and precision marketing, thereby empowering the digital and intelligent transformation and upgrading of the traditional industry.

To date, Huai'an has incubated a total of 179 localized data products, opening up the complete chain of "authorized public data operation – trusted data space processing – AI model training – scenario implementation – data product transaction," creating an actionable, reusable, and scalable model for trusted data space construction and operation.
