Since the beginning of this year, Huai'an has focused on full-chain management of construction waste generation, transportation, and disposal, using the electronic manifest system as a key driver to shift the governance model from human defense to technological defense.

First, the city is building an information platform. Based on the smart muck management and control platform, the city has completed the deployment and functional development of the electronic manifest system, compiled filling guidelines and operational standards for electronic manifests, and organized policy briefings and hands-on training in batches for approval personnel, construction units, transportation enterprises, and disposal facilities across all counties and districts. It promotes the comprehensive implementation of the electronic manifest system.

Second, the city is improving management systems. Comprehensive baseline data on construction projects, transportation enterprises and vehicles, and disposal and utilization facilities were collected to establish source databases, transportation databases, and disposal databases, accompanied by a dynamic updating mechanism. With the implementation of the "one code per vehicle" policy for transport vehicles, the city has established a closed-loop mechanism of "initiation by the transferor, verification by the carrier, acceptance by the recipient, and reconfirmation by the transferor," with 10,460 electronic manifests processed since the beginning of this year.

Third, the city is enhancing law enforcement efficiency. The responsibilities of various departments, including urban management, public security, housing and urban-rural development, transportation, and ecological environment, were clarified to enable data and information sharing in real time. The departments also conduct routine joint law enforcement, cracking down on behaviors such as unlicensed transportation, failure to use satellite positioning properly, and failure to follow designated routes.

Moving forward, Huai'an will continue to strengthen interdepartmental synergy and coordination, enhance long-term management, enforce strict regulations and penalties in accordance with the law, promote the efficient implementation of the electronic manifest system, and continuously improve the full-chain governance of construction waste.
