Recently, the first plenary meeting of the Huai'an Foreign-related Rule of Law Coordination Group was held, deliberating and adopting the Working Rules of the Huai'an Foreign-related Rule of Law Coordination Group, marking the transition of the coordination group from establishment to a new stage of standardized and substantive operation.

In May 2025, upon review by the Commission for Overall Law-based Governance of the CPC Huai'an Municipal Committee, the province's first foreign-related rule of law coordination group for a city divided into districts emerged in Huai'an. This breaks the old fragmented pattern where departments acted independently, links the six major areas—foreign-related legislation, law enforcement, judicature, law compliance and popularization, legal services, and legal talent cultivation—into an integrated chain, builds a central hub for the city's foreign-related rule of law efforts, and achieves a major shift from fragmented advancement to unified coordination.

Relying on the coordination group platform, Huai'an issued the Implementation Opinions on Strengthening Foreign-related Rule of Law Work Across the City, setting out pragmatic measures across nine major areas—including the Party's leadership over foreign-related rule of law work, the city-county linkage mechanism, foreign-related legal services, corporate legal compliance check-ups, and talent attraction and cultivation—to map out a "blueprint" for foreign-related rule of law development. At the same time, supporting policies were introduced to promote the high-quality development of legal services, positioning foreign-related legal services as a key driver for fostering an internationalized, law-based, and convenient business environment, and providing top-level institutional safeguards for the steady and sustained growth of the export-oriented economy.

So far, Huai'an has completed a closed-loop institutional design spanning "taking the lead to establish a coordination group, issuing special implementation opinions, approving working rules, and convening a plenary meeting," fully establishing a comprehensive coordination mechanism for foreign-related rule of law that connects city and county levels with cross-departmental collaboration.
