Recently, the Finance Bureau of Huai'an, along with the Municipal Bureau of Agriculture and Rural Affairs, allocated RMB 18 million in provincial special funds for characteristic countryside village construction. They awarded and subsidized eight provincial demonstration projects.
Focusing on six key areas—upgrading village infrastructure, improving supporting public services, preserving local character and historical heritage, cultivating distinctive industries, supporting the development of village collective economies, and village management and maintenance—the initiative integrates pastoral scenery, modern agriculture, and nostalgic rural memories. Meanwhile, efforts are underway to shift from isolated node villages to regionalized, cluster-style development, connecting individual points into lines and expanding lines into zones, thereby leveraging benchmark villages to support the construction of a livable, workable, and beautiful countryside.
Moving forward, the Finance Bureau of Huai'an will collaborate with competent departments to strengthen fund performance management and continuously polish the brand of distinctive pastoral village construction.
