Huai'an's Triple Subsidies Drive Targeted Growth in Big-Ticket Consumption

Since this year, Huai'an has focused on the automobile and home appliance/3C sectors and launched a "triple-policy" package of "government subsidies + corporate discounts + financial empowerment" to promote consumer goods trade-ins citywide. By early August, Huai'an had allocated RMB 320 million in fiscal funds for trade-in programs, directly stimulating approximately RMB 3.38 billion in consumption, with a leverage ratio exceeding 1:10. The initiative covered 13,000 vehicle replacements and over 360,000 sets of home appliances, with 370,000 direct consumer participants, fully demonstrating the policy's multiplier effect.

Huai'an has thoroughly implemented an "instant discount and verification" model for home appliances and 3C trade-ins. Consumers may enjoy triple benefits: national trade-in subsidies of up to 15%, combined with store subsidies and bank credit card installment discounts, enabling one-stop realization of policy benefits. While consumption of home appliances and digital products continues to heat up, automobiles—a key big-ticket category driving total retail sales of consumer goods—are also steadily releasing their consumption potential under the trade-in policy. As of early August, the city had completed a total of 13,000 vehicle replacements.

As the primary platform for policy implementation, China UMS developed the "Suxin Consumer" one-stop service platform. By bridging provincial and municipal policy channels, it enables instant verification of home appliance/3C subsidies and online application/payment for new vehicle subsidies, creating a closed-loop mechanism of "government guidance, platform empowerment, merchant participation, and financial support." Currently, the platform covers over 100 auto dealers and nearly 500 home appliance and 3C merchants across the city.
