Huai'an Stimulates Market Entity Vitality Through Precise Policy Delivery

At the beginning of this year, Huai'an issued the 2026 Huai'an Special Action Plan for Optimizing the Business Environment, proposing 26 work tasks focusing on six key areas: industrial development, government services, financing support, talent recruitment and cultivation, supervision and law enforcement, and policy implementation. In April, the Task Breakdown Table for the 2026 Huai'an Special Action Plan for Optimizing the Business Environment was issued, decomposing the Action Plan into 76 specific reform measures.

A concerted effort to ensure implementation has been formed across the city. The Huai'an Municipal Data Bureau issued the 2026 Huai'an Municipal Government Agency Business Service Specialist Liaison Table to encourage specialists to report to enterprises and provide frontline services. It has received a total of 425 enterprise-related requests from various counties and districts, with 420 already resolved. The Huai'an Municipal Development and Reform Commission formulated and issued the Work Plan for Promoting Service Industry Investment Promotion Across the City. Focusing on attracting producer service businesses and service businesses in new formats, new models, and new scenarios, it established a service industry investment promotion system characterized by "municipal coordination, departmental synergy, and county/district-level entities." The Huai'an Municipal Justice Bureau issued the First Batch of Joint Administrative Inspection Scenario Lists and the List of "Do Not Disturb" Items for Cross-departmental Comprehensive Supervision, covering 16 key fields and 55 regulatory matters, including 288 "Do Not Disturb" items. Except in special circumstances, on-site verification is generally not conducted for the items on the lists. The Huai'an Municipal Human Resources and Social Security Bureau released the 2026 Guiding Catalogs for Government-Subsidized Vocational Skills Training Programs in Huai'an. Focusing on emerging industries, 41 new high-skill specialties in short supply were added (bringing the total to 212), and training subsidies for certificates of senior workers and above in key fields were increased by 30%.
