To effectively enrich the spiritual and cultural lives of persons with disabilities, Huai'an precisely addresses the cultural needs of special groups by building a comprehensive, multi-level, and precise cultural service system.

Focusing on inclusive services, the city regularly conducts artistic skill training for persons with disabilities, offering 11 types of specialized courses, covering dance, vocal music, calligraphy, painting, and handicrafts. To date, the training has benefited over 2,400 persons with disabilities, helping those with zero foundation learn artistic skills and improve their talents. The city has solidly advanced the "Five Ones" cultural services, grassroots art tours, and cultural public welfare actions for the disabled. It has conducted hundreds of cultural benefit services, benefiting over 10,000 persons with disabilities. It has truly delivered high-quality cultural services directly to the grassroots level and to people with disabilities.

Focusing on the needs of special groups, the city innovatively established the province's first mobile library for Braille books, launching specialized services such as home delivery and premium audiobooks. It continues to expand the resource database of Braille and large-print books and has built barrier-free reading rooms and cinemas for the blind, breaking down cultural service barriers for the blind in all aspects. Meanwhile, by deepening the construction of specialized bases, the city has established 8 provincial-level "Fragrant Book Homes for Persons with Disabilities" and 5 "Art Homes for Persons with Disabilities." Relying on such spaces, it regularly organizes book sharing, art performances, and calligraphy and painting competitions. It supports artistic creation by persons with disabilities and has cultivated a municipal-level cultural and sports team of 360 persons with disabilities, with numerous artistic works and programs achieving excellent results in provincial competitions.
