Huai'an Implements Region-wide Systematic Treatment to Explore Agricultural Transformation Paths

In recent years, Huai'an has leveraged its water town resources, using the control of agricultural non-point source pollution as a breakthrough. By adhering to basin-wide governance and regional advancement, the city has forged a new path for source control of agricultural pollution and the green transformation of modern agriculture.

In farmland drainage management, it has created a closed loop of "retention-purification-reuse." In the Zhaogong River basin of Huaiyin District, over 70,000 mu of farmland are equipped with 18 control gates and 14 lifting pump stations to systematically treat "four-source" pollution, leading to steady improvement in the water quality of provincial assessment sections. In Xiaoji Area, Dailou Sub-district, Jinhu County, hilly canal systems have been connected to collect, purify, and reuse drainage water, saving 30 to 40 yuan in water fees per mu annually and reducing high irrigation costs in highland areas. By the end of 2025, farmland drainage reuse projects in the city spanned 1.201 million mu.

In fishery tailwater treatment, the city promotes ecological recycling models. The Xishunhe crab ponds in Hongze District utilize the "three ponds and two dams" model for tailwater recycling, resulting in fatter crabs and reduced pesticide use. In Jiangba Town, Hongze District, the polyculture of snails and crabs in 1,000 mu of ponds uses aquatic organisms to synergistically purify water, achieving both water cultivation and increased income. In the Honghu rice-shrimp fields of Guantan Town, Xuyi County, gravity-fed water diversion is used based on terrain, with drainage water reinjected after sedimentation, achieving zero direct discharge of tailwater in the 10,000-mu cultivation area. The recycling rate of tailwater from large-scale aquaculture ponds across the city has reached 73%.

The city has also achieved closed-loop resource utilization of livestock and poultry manure. Lianshui County's Lyujinfeng Company has established a county-level disposal platform. After manure and straw enter the plant, they undergo anaerobic fermentation to produce bio-natural gas and biogas slurry fertilizer. This process turns the once-troublesome waste into clean energy and field fertilizer. Currently, the total resource utilization rate of manure from pig farms with over 10,000 pigs in the city has reached 94%, with multiple projects included in the provincial total discharge reserve.
