Currently, the number of enterprises granted credit under the "Huaijin Enterprise Assistance Loan"—an innovative government-bank-enterprise financial cooperation model created by Huai'an—has exceeded 1,000. This marks a new stage in the city's efforts to empower the real economy with housing provident fund credit. The multi-party win-win situation where the provident fund management center serves as the platform, banks offer assistance, enterprises reduce costs, and employees gain benefits continues to deepen.
As early as July 2025, the Huai'an Housing Provident Fund Management Center addressed the core pain points of "financing difficulties and high financing costs" for contributing enterprises. It innovatively transformed housing provident fund contribution credit into bank credit enhancement and interest rate discounts, launching the "Huaijin Enterprise Assistance Loan" preferential financial product on a pilot basis in collaboration with partner banks. Through this initiative, enterprises with good contribution records can enjoy a credit limit increase of up to 15% and an interest rate discount of up to 20BP on top of their original credit lines, truly realizing the concept of "contributions build credit, credit facilitates loans, and loans promote development."
Statistics show that by the end of June 2026, 10 partner banks in the city have provided credit support to 1,106 contributing enterprises, with a total credit of 35.323 billion yuan. This is expected to reduce interest expenses by 127 million yuan, with 19.606 billion yuan actually disbursed. Beneficiary enterprises cover key industries such as manufacturing, services, and construction. Among them, 562 manufacturing enterprises received 21.624 billion yuan in credit, with 8.828 billion yuan disbursed. The "Huaijin Enterprise Assistance Loan" model continues to support the healthy and stable development of real-sector enterprises in Huai'an.
