Recently, the 2026 Guiding Catalogs for Government-Subsidized Vocational Skills Training Programs in Huai'an were released, aiming to deepen the implementation of the employment-first strategy, steadily advance the "Skills Empower Huai'an" initiative, and promote high-quality employment for more urban and rural workers.
The catalogs center on advanced manufacturing and emerging industry integration clusters in Huai'an, align with the provincial guiding catalogs, and focus on fields such as artificial intelligence, information technology, intelligent manufacturing, new energy, and modern services, covering 41 new high-skill occupations (types of work) in short supply, totaling 212. The catalogs are divided into categories such as local industries in Huai'an, artificial intelligence, manufacturing, and others. For training programs in the categories of local industries in Huai'an, artificial intelligence, and manufacturing, the subsidy benchmark will be increased by 30% for insured employees who obtain a vocational skill level of senior worker or above. The catalog of occupations (types of work) in short supply is dynamically updated based on the needs of major projects and key enterprises.
Huai'an is vigorously promoting the "four-in-one" model of "job demand + skill training + skill evaluation + employment service," with a focus on improving the training conversion rate. For six key groups, including poverty prevention assistance targets, college graduates in their final year, and urban and rural junior/senior high school graduates who did not pursue further education, full training subsidies can be claimed upon successful employment or entrepreneurship after obtaining certification; an 80% subsidy can be claimed if employment or entrepreneurship has not yet been achieved.
In addition, the city is deepening the "one school, one brand" initiative to meet market labor demands, vigorously promoting "industry-education-evaluation," "order-based," and "project-based" training models. It is also innovatively promoting models like evening skills classes and "winter/summer vacation technical schools" to build a "30-minute skill training convenience service circle."
