Huai'an Raises Assistance and Support Standards for Residents in Need

Recently, the Huai'an Municipal Civil Affairs Bureau and the Municipal Finance Bureau jointly issued the "Notice on Raising the Assistance and Support Standards for Residents in Need." Starting from July 1, 2026, Huai'an will raise its minimum subsistence allowance, assistance, and support for people in extreme poverty, as well as living subsidies for people with disabilities in need for the year 2026.

First, the minimum subsistence allowance for urban and rural residents will be increased to RMB 788 per person per month, an increase of RMB 55 over 2025. Second, the basic living allowance for people in extreme poverty will be raised to RMB 1,024.4 per person per month, up by RMB 71.5 compared with 2025. Third, the living allowance standard for people with disabilities in difficulty will be increased and implemented in proportion to the adjusted minimum subsistence allowance.

The current 7.4% increase in the minimum subsistence allowance is in line with the growth rate of per capita consumption expenditure for all residents. This further aligns social assistance standards with socio-economic development, effectively strengthening the social safety to ensure people's basic well-being.
