Natural resources, especially land resources, are the basic elements of economic and social development and also the key support for project implementation. Facing the development bottleneck of insufficient space elements, the CPC Huai'an Municipal Committee and the People's Government of Huai'an have listed "insufficient space elements" as one of the key problems to be solved, and clearly identified space element governance as an important starting point for easing land use pressure, expanding development space, and accelerating high-quality development. The municipal natural resources and planning department has made targeted efforts to formulate a series of policies, strengthen land support, revitalize inefficient idle land, and facilitate the implementation of high-quality industrial projects.

As of April this year, 361 projects in the city have gained natural resource support or met land supply conditions, with a guarantee rate exceeding 90%; 424 capital increase and production expansion projects have gained natural resource support, with a guarantee rate reaching 95%. In terms of specific measures, Huai'an has implemented provincial-level coordination and comprehensive support for all projects included in the list of major provincial projects; it has made room for industrial development by optimizing and adjusting the urban development boundary; it has scientifically delimited the control line of industrial land and promoted the rational layout of industrial land; it has revitalized inefficient idle land to make valuable space for high-quality industrial projects.

In terms of the promotion of key projects, Midea Group's Welling project in Huai'an Economic and Technological Development Zone, with a designed production capacity of 20 million air conditioning motors annually, has greatly shortened the land consolidation and construction period based on the standardized plant constructed under the leadership of a state-owned platform company in Huai'an. The seven motor production lines planned for Phase I of the project were completed and put into operation in June 2025, forming a production capacity of about 20 million units and an output value of about RMB 500 million, and creating 400 jobs. The project of Jiangsu Qixing Intelligent Electrical Appliances Co., Ltd., which is expected to produce 5 million intelligent home appliances annually, is rapidly being implemented under the end-to-end proactive support of relevant departments. It is expected to generate an annual sales revenue of more than RMB 5 billion and a tax revenue of RMB 150 million.
