Huai'an Upgrades "Seedling Care Program" to Support Children in Difficulty

On the eve of International Children's Day, Huai'an's "Seedling Care Program" received another boost of charitable support. The Haitang Xinyuan Charity Foundation of Huai'an provided holiday supplies and greetings to children under care at the Municipal Child Welfare Institute, while the Huai'an Charity Federation donated special funds to support the program's routine operation, expansion, and quality improvement.

In 2025, Huai'an piloted the "Seedling Care Program" for children in difficulty aged 3 to 16 with conditions such as autism and cerebral palsy across the city. It established a comprehensive service system featuring "day care + professional rehabilitation + special education + family empowerment," providing residential care, day care, and home guidance to effectively address the challenges in caregiving, rehabilitation, and daily life for their families. Currently, the program has provided integrated care, rehabilitation, and special education services to 87 children with illnesses or disabilities in difficulty across the city.

In 2026, Huai'an has optimized and upgraded the "Seedling Care Program" to build a service pattern of "city-level demonstration and guidance, county-level multi-point support, and coordinated urban-rural coverage." The program tailors a "one child, one strategy" personalized plan for each child, covering ten service areas, such as daily care, rehabilitation training, mental health, and parent training. By integrating medical and educational resources, the city partnered with the Municipal Maternal and Child Health Hospital to co-build a rehabilitation base and with the Municipal Special Education School to set up a teaching site, while establishing standardized assessment processes to promote the program's standardization, professionalization, and normalization. Huai'an has invested RMB 6 million to complete the renovation and upgrade of the Municipal Children's Welfare Institute, equipped it with professional rehabilitation devices, and created a dedicated rehabilitation space for autism.
