It has established an organizational framework led by the government, coordinated across departments, and involving market participation. Through an innovative "zero-threshold, full-coverage" participation mechanism, Huai'an uses events, such as the People's Talent Competition and the University Student Singer Competition to transform the public from spectators into creators. Twenty high-quality programs are selected for annual tours, with five to eight featured in the Huai'an Mid-Autumn Festival Gala.
In scenario innovation, Huai'an has unleashed new consumption momentum. By deepening the integration of "culture + intangible cultural heritage + cuisine + spring festival goods," Huai'an has established "People's Cultural Markets" in scenic areas, commercial complexes, and community cultural halls, featuring functional zones for cultural display, interactive experiences, and shopping. During this year's Spring Festival, all counties and districts launched concurrent festive markets. The Qingjiangpu Spring Festival Market covered 17,000 square meters with over 4,000 products, while Lianshui County featured 80 specialty stalls showcasing intangible cultural heritage items and creative works by young artists.
In service innovation, Huai'an has enhanced people's sense of fulfillment. Focusing on diverse needs, Huai'an has launched differentiated service scenarios: educational study programs like movable-type printing and fragrant tablet making for youth; talent and employment platforms for university students; regular "Four Seasons Village Galas" and hundreds of public-benefit performances for rural residents. It has leveraged omni-media to create digital showrooms and interactive platforms. Besides, Huai'an has also introduced public benefit initiatives such as consumption subsidies and dedicated bus lines to boost the public's sense of happiness and fulfillment.
