Huai'an Fortifies the Safety Line of Defense for Urban Drainage and Waterlogging Prevention During the Flood Season

This year, the housing and urban-rural development authorities in Huai'an are focusing on four key priorities—implementing responsibilities, inspecting and addressing hidden risks, engineering remediation, and emergency preparedness—to fully carry out flood-control and readiness efforts.

First, Huai'an is strengthening the responsibility system. Seven specialized task forces have been set up for areas including municipal public utilities, landscaping, construction sites, and residential compounds, while the housing and urban-rural development departments in counties and districts have simultaneously established dedicated task teams, forming a flood-control framework that covers the entire area and fosters coordinated efforts. Following the principle of "whoever is in charge is responsible," specific posts and personnel have been assigned with full responsibility for key locations such as major and minor urban roads and underpasses.

Second, Huai'an is deepening inspections and remediation. Comprehensive inspections have been carried out in key areas such as low-lying zones, underpasses, underground spaces, and construction sites, with list-based management and item-by-item rectification. As of the end of April, a total of 1,114.8 km of drainage mains had been dredged, 54,800 stormwater inlets had been cleared, and 5,719 cubic meters of sludge had been removed, while repairs to damaged manhole covers and reinforcement of anti-fall safety nets were advanced in parallel.

Third, Huai'an is speeding up key project breakthroughs. With a close eye on weak links in urban drainage, the city is making every effort to advance construction of underground drainage pipeline network projects and is carrying out targeted remediation at key waterlogging-prone locations such as Honghe Road and Huaizhou Middle School, ensuring completion and commissioning before the main flood season.

Fourth, Huai'an is making solid and effective emergency preparations. The emergency plan for preventive measures and response to extraordinarily heavy rain has been revised and improved; a 292-person professional emergency rescue team has been formed; 131 units of mobile pump trucks and water pumps have been deployed, with an hourly pumping capacity of 57,800 cubic meters; and 57,500 flood-control straw bags and 102,700 woven sacks have been stockpiled. A 24-hour on-duty and on-call system is being fully implemented during the flood season to ensure rapid response when hazards arise.
