Huai'an Comprehensively Improves the Quality of Life for People with Disabilities

In recent years, Huai'an has focused on the urgent needs and concerns of people with disabilities, and has made precise efforts from five dimensions to continuously improve the social security and care service system for people with disabilities.

First, the city has introduced targeted subsidy policies. The standardized disbursement rate of living allowances for disabled people in difficulty and care allowances for severely disabled people has reached 100%, and a prompt online approval procedure has been implemented for education subsidy applications from disabled students, reducing the burden on their families.

Second, the city has broadened employment channels. The "Employment Benefit Project" has created 4,496 new jobs for people with disabilities in the past two years. The city has also created distinctive brands such as "Silent Coffee" and "Beautiful Workshop," and handicrafts made by people with disabilities have been showcased at major competitions, resulting in a total income increase of RMB 300,000 for people with disabilities.

Third, the city has improved the care and support system. It has built a diversified care system that combines home-based, day care, and boarding facilities, and constructed "Homes for People with Disabilities" that integrates care, employment, and rehabilitation. By 2025, the city had provided care for 11,970 disabled people.

Fourth, the city has improved rehabilitation services. For two consecutive years, the city has conducted scoliosis screenings for first-year junior high school students and connected 66 assistive device rental points to the "Electronic Map for People with Disabilities" mini-program. The "Full Support Action for Autism" has been included in the program for improving people's well-being. The initial screening rate for autism in children aged 0-6 has reached 95%. Eighteen contact points for inclusive schools for children with autism and five employment care and support service points for older autistic individuals have been established.

Fifth, the city has optimized the barrier-free environment. Barrier-free renovations have been carried out in 10 key locations, the "Love First Aid" barrier-free emergency alarm platform has been created, and barrier-free bus lines have been opened. The city has also launched a smart parking service model for motor vehicles of disabled persons, enabling "intelligent recognition and seamless free parking" in 129 parking lots and more than 36,000 parking spaces.
