Huai'an City recently released 10 measures for society-wide child-friendly construction in 2026, focusing on the entire life cycle of children's growth and promoting the full integration of the "children-first" principle into economic and social development.
Regarding planning and child-friendly space adaptation, Huai'an has incorporated child-friendly construction into the city's "15th Five-Year Development Plan." In 2026, the city plans to establish one child-friendly hub community at the Women and Children Activity Center, create six new child-friendly hospitals, and release a map of 100 free child-friendly locations, while completing child-friendly renovations for one old residential neighborhood and five complete communities during urban renewal.
Childcare and education services will continue to improve in quality. The city will add five provincial-level community-based inclusive childcare centers and renovate or upgrade 40 public kindergartens. A smart canteen food safety supervision system will be implemented in 40 pilot schools. Child-friendly school bus routes will be customized, and slow-traffic systems, safety railings, and warning signs around campuses will be improved.
Care and support for children's health will become more targeted. The city will organize more than 10 sports events for youth. It will provide free scoliosis screening for 55,000 Grade 7 students, free vision screening twice a year for 50,000 students, free pit and fissure sealing for 6,000 children, and rehabilitation assistance for 880 children with autism.
Family education and mental health support will be strengthened. The city will establish one municipal family education counseling center, upgrade one family education guidance center, one parents' academy, and one "Law Talk: Journey to the West" parent classroom, and achieve full coverage of psychological counseling rooms and full-time/part-time teachers in middle schools.
Caring assistance and science and technology education will be advanced simultaneously. The city will organize 10 research and study activities where volunteer mothers pair up to care for left-behind children facing difficulties. It will open 110 "Summer Care Classes." Besides, Huai'an will achieve full coverage of AI literacy courses in all primary and secondary schools citywide, and will conduct more than 100 activities, including "Science Popularization on Campus," science study tours, and youth scientific practice sessions.
