The integrated development of rural passenger, freight, and mail transport is an important starting point for promoting rural revitalization and integrated urban-rural development. In recent years, Huai'an has focused on the bottlenecks and difficulties in rural logistics microcirculation, taking the integrated development of passenger, freight, and mail transport as the main line to guide Xuyi County to innovatively implement intra-city centralized distribution, co-construction of stations, co-transportation of passengers and goods, digital and intelligent connection, and co-development of guarantee. Additionally, it has coordinated the construction of a full-chain and full-cycle system covering all factors, all aspects, and all fields. Under this framework, it has built a distribution network supported by one county-level logistics distribution center, 11 town-level logistics service stations, and 138 village-level logistics service points, forming a long-term mechanism that combines government guidance, market orientation, multi-party coordination, and policy reward and subsidy.

Xuyi County has integrated the resources of a number of express delivery enterprises, set up a third-party centralized distribution entity, built an automatic sorting center, upgraded township passenger stations, and created a new model that features "centralized county-to-town distribution" and "town-to-village bus delivery." At the same time, unmanned express delivery vehicles are introduced to realize "instant delivery" distribution service, and the operation efficiency of the whole chain is improved by digital and intelligent means. These measures have effectively promoted the export of Xuyi lobster, yellow peach, and other characteristic agricultural products, and promoted the development of rural industries.

In the future, Huai'an will continue to adhere to the principles of cost reduction, efficiency improvement, safety, reliability, and multi-party linkage, constantly optimize the rural delivery logistics system, and bring the integrated development of rural passengers, freight, and mail transport to a higher level of quality, sustainability, and safety.
