Huai'an Issues Nearly 10,000 Elderly Care Service Vouchers in Q1

Since January 1 this year, Huai'an has been issuing elderly care service consumption subsidies to senior citizens with moderate or severe disabilities. By the end of Q1, the city had issued 9,901 elderly care service vouchers, with a total consumption of RMB 13.81 million, of which RMB 4.8 million was in government subsidies. The relevant policy benefits had been accurately transformed into tangible conveniences for disabled elderly people and their families.

According to relevant policies, elderly Huai'an citizens eligible for a maximum of RMB 800 in elderly care service vouchers per month are those who are at or above 60 years of age and assessed as having moderate or severe disabilities (regardless of household registration). Those vouchers allow eligible citizens to enjoy home-based and community-based elderly care services with 50% off, and institutional elderly care services with 40% off. The service scope covers meal assistance, bathing assistance, rehabilitation nursing, and bed fees. Seniors who are already covered by long-term care insurance can use these vouchers to offset their out-of-pocket expenses.

These consumer vouchers must be used to purchase services through the "Minzhengtong" platform to ensure that the funds are used for their designated purpose. As of the end of Q1, the city had 46 assessment agencies, 93 elderly care institutions, and 35 home-based service companies registered, ensuring full coverage of counties and districts. The list of institutions and enterprises will be dynamically updated and adjusted in the future to provide seniors with more diverse and high-quality elderly care service options.

To facilitate the rapid implementation of the policy, the civil affairs department made work schedules weekly and conducted publicity through online and offline methods, such as door-to-door explanations and the production of short video tutorials, resulting in a continuous increase in policy awareness.
