In 2025, Huai'an City achieved remarkable results in housing provident fund for ensuring people's livelihood. Its annual housing provident fund contributions reached RMB 10.167 billion, surpassing the 10-billion-yuan threshold for the first time.

In 2025, the Municipal Provident Fund Center adhered to the people-centered development philosophy and continuously promoted the expansion of contributions. A total of 54,500 new contributors were added, including 10,100 flexible employment contributors, bringing the cumulative number of flexible employment contributors to 28,500. Jiangsu Province was among the first to introduce new policies to optimize the use of provident funds, precisely supporting first-time homebuyers and upgraders. After the implementation of the new policy, the proportion of first-home mortgages reached 96.56%. Throughout the year, RMB 3.186 billion in loans were issued, and RMB 7.319 billion was withdrawn.

To support the development of the real economy, the Municipal Provident Fund Center innovatively launched the "Supporting Enterprises with Funds Raised in Huai'an" service model, partnering with eight banks to create exclusive financial products. Last year, credit totaling RMB 5.3 billion was extended to over 400 enterprises. Online services were also strengthened, with the annual overall off-counter transaction rate reaching 91.67%, the "12345" provident fund special service desk achieving a 100% completion rate, and public satisfaction reaching 99.07%.

This year, the Municipal Provident Fund Center will continue to improve policy offerings to help more contributors secure comfortable and affordable housing.
