Huai'an has always prioritized industrial development, thoroughly implemented the strategy of ensuring food security through both land and technology. It has strengthened support for agricultural science and technology and firmly established a solid foundation for food security. Over the past five years, the city's annual grain output has remained steady at over 4.9 billion kilograms, while 2.3686 million mu of high-standard farmland have been newly built, renovated, or upgraded.
By advancing the development of ecological agriculture, the city has implemented 208 ecological agriculture projects. The rates of farmland drainage reuse, fishery tailwater recycling, and the resource utilization of livestock and poultry manure have steadily improved, while multiple carbon sink and emission reduction projects have been effectively launched. Focusing on the construction of the "five clusters and eight chains" in agriculture, Huai'an has cultivated five distinctive industrial clusters. The city has 131 geographical indication trademarks, and its green and high-quality agricultural products account for 82.6%. Both the total value of the entire industrial chain and the operating revenue of agricultural product processing enterprises above the designated size have exceeded RMB 100 billion.
The rural living environment has been continuously improved, with coordinated implementation of the toilet renovation and domestic sewage treatment programs, resulting in the renovation of approximately 170,000 household toilets. Besides, Huai'an has improved rural infrastructure, accelerated the construction of major water conservancy projects, advanced the upgrading and renovation of large and medium-sized irrigation districts, and strengthened the rural transportation network. Projects, such as the Hongze Lake Tourism Highway, have integrated ecological development with industries that boost local prosperity.
The city has consistently prioritized strengthening villages and enriching residents as its core mission. Through innovative rural public space governance, Huai'an has reclaimed a total of 1,094,400 mu of collective land, raising each village's income by RMB 282,500. The number of villages with incomes exceeding one million yuan has reached 412, marking a 158% increase compared to 2020. Under the Ten-Year Plan to Double Farmers' Income, the per capita disposable income of rural residents has grown by an average of 7.7% annually over the past five years, reaching RMB 28,643 in 2025—an increase of 45.2% compared to the end of the 13th Five-Year Plan period. The urban-rural income ratio has narrowed to 1.86.
