In recent years, Huai'an City has continued to strengthen the protection and management of ancient and notable trees. It conducted a citywide general survey of ancient and notable tree resources. It compiled unified data on these trees, with clear rights and responsibilities. At present, there are 611 registered ancient and notable trees in Huai'an, including 348 scattered ancient and notable trees and 263 ancient trees in six clusters.
First, the management and protection responsibilities should be consolidated at multiple levels. Local legislation has been actively promoted. The Huai'an City Ancient and Notable Tree Protection Regulations came into force on January 1, 2026, after being approved by the Provincial People's Congress. The regulations focus on defining rights and responsibilities, constructing a collaborative protection mechanism for departments, and refining management and maintenance protection measures.
Second, the reasonable implementation of rescue and rehabilitation. For weakened and endangered ancient and notable trees, technical plans for emergency rescue and rejuvenation have been developed and organized, featuring "tailored measures to individual trees and adopting a strategy for each tree." To date, more than 30 ancient and notable trees across the city have benefited from these rescue and rejuvenation measures, truly bringing new life to aging trees and enabling old specimens to sprout anew.
Third, Huai'an has conducted publicity and guidance from multiple perspectives. The city actively explores the historical and cultural significance of ancient and notable trees, integrating their protection with rural revitalization, cultural tourism, and ecological development. Huai'an has already established three Green and Beautiful Ancient Tree Villages, continuously leveraging the public benefits of ancient tree conservation. It published the book Ancient and Notable Trees in Huai'an, establishing these trees as key cultural symbols and ecological catalysts for rural revitalization.
