The office of Huai'an Municipal Party Committee and the office of Huai'an Municipal Government issued on Jan. 27, 2021 the "Guidance on Encouraging Migrant Workers to Work in Huai'an during the Spring Festival", which encourages the migrant workers who have returned to Huai'an to find jobs in Huai'an after the Spring Festival. The employees who sign a labor contract for at least one year and pay social insurance for at least three months during the period from Jan. 27 to Mar. 31 and their employers are entitled to a subsidy of 1000 yuan/person and 500 yuan/person, respectively. The human resource agencies, which introduce qualified employees to enterprises, are entitled to a subsidy of 500 yuan/person.  

Qualified employers and employees with personal commitments, labor contracts of at least one year, and social insurance records of more than three months (system comparison) can apply for the employment subsidies at the Human Resources and Social Security Department, where the employers pay for social insurance for the employees.
