Since 2020, relying on the smart platforms of pension service, Huai'an has integrated the service resources for the elderly, formulated The Pilot Reform Plan of Huai'an Home and Community Pension Service, and improved the system of home-based service policies. An increasing number of target populations have been provided with home services such as day care, rehabilitation nursing, psychological comfort, cleaning and walking aid, etc. At the same time, through the pilot construction of Home Care Bed, the "Time Bank" volunteer service mode has been explored, so as to promote the in-depth development of home-based care services. By the end of December 2020, more than 140,000 targets have received home-based services, accounting for 13.04% of the city's elderly population.

Huai'an has taken the lead in the whole province in building home care projects for the severely disabled. It has integrated online and offline service resources and achieved the "Zero Distance" of home care services. People in need can "make orders" via their handheld terminals, while service providers can "dispatch orders" online and service personnel can "accept orders" offline. The service providers here refer to a number of caring groups, including third-party organizations, party members, volunteers and social service teams. Services such as home management, rehabilitation guidance, sports and entertainment as well as psychological comfort have been offered to a total of 57,280 disabled people.

In addition, the city has also led the risen standard of basic parenting expenses for children in need, and earnestly protected their rights and interests for better survival and development. In 2020, nearly 38.59 million yuan of basic parenting expenses was paid to 4,897 advantaged children.
