In order to thoroughly implement the national strategy of rural revitalization and comprehensively promote the brand influence of "Fall in Love with the Water of Huai'an at First Sight" in eco-tourism, Huai'an has made great efforts to overcome the adverse effects of the epidemic since 2020. At the same time, it has vigorously conducted the "Golden Seed" project of rural tourism, advanced rural tourism to revitalize the countryside, and continuously improved farmers' sense of gain and wellbeing.

Through shaping the characteristics of rural tourism, and implementing the "Golden Seed" cultivation project that strengthens the villages and enriches their people, the city has taken the lead in the whole province in formulating the standards of key villages and demonstration bases of rural tourism. Standard of "Golden Seed" Project in Huai'an Rural Tourism has been put forward, which evaluates the first batch of 15 "Golden Seed" bases and villages, creates a number of characteristic towns, and forms many rural tourism clusters. "Golden benefits" have been brought as well. The city has received 11.21 million tourists, achieving a total income of 9.4 billion yuan. The processing and sales of 5.1-billion-yuan agricultural and sideline products, as well as the employment of 130,000 farmers have been both driven.
