In recent years, Huai'an has been vigorously promoting the construction of public cultural infrastructure, and actively carrying out basic public cultural services, so as to enrich the cultural connotations of the city. Public cultural and sports venues such municipal library, art museum, cultural center, museum, grand theater, national fitness center, and gymnasium improve their mechanisms with free access, and become good places for citizens to have fun.

In order to make the grassroots fully enjoy the public cultural services, the city has made solid efforts to promote the construction of comprehensive cultural service centers. 1,601 centers have been upgraded with the completion rate of 100%. The full coverage of grass-roots reading service facilities has been also achieved, with 116 township reading centers, and 1,521 basic bookstores of various types. 90% of the public libraries are connected with community and rural libraries through the coordinated loan and return system. In addition, fitness trails about 605 kilometers and 100 sports parks of various types are newly built, meeting the standard of "two sports rooms, one court and one trail" in most local communities, and the "10-minute fitness circle" in urban area.

With the help of these infrastructures, Huai'an has greatly carried out a series of cultural activities of "I am the most beautiful scenery in the city", and held "Happy Huai'an" square performance, to enriched the spiritual and cultural life of the masses. Characteristic reading festivals in the theme of "oriental maternal love" and so on promote the learning and reading atmosphere. Fitness activities such as "10,000 People Cycling Around the City", and "Summer Night Stage" guide the citzens to keep fit consciously, scientifically, civilly and safely.
