Recently, the Huai'an Municipal Government issued The Implementation Plan to Support the Development of Waterway Transportation of Containers (2020-2022). This plan includes new supporting policies, which are targeted at new routes, transportation enterprises above designated size, freight forwarders above designated size and foreign trade enterprises. In addition to the adjustments in the subsidy standards for routes, freight forwarders and rail-water intermodal transport, the plan incorporates subsidies for export-oriented production enterprises and strengthens audit procedures. The new policies are made to encourage the enterprises in Huai'an to lower logistics costs using waterway transportation of containers.

To support the development of waterway transportation of containers, Huai'an Municipal Government issued policies in 2016, which subsidized new routes, freight forwarders, rail-water intermodal transport and ship construction. The enterprises in the past three years opened five new routes, and transported 618000 TEUs, up 40%. A total number of 244000 TEUs were transported in 2019, accounting for 60% of the transport of containers by inland river and ranking first in Jiangsu. The implementation of the policies expanded the transportation network and source market, improved operational efficiency, and saved the logistics cost of hundreds of millions of yuan of for enterprises in Huai'an every year.
