Huai'an Indemnificatory Housing Benefits More People in Need

2020 can be a good year for many low-income families in Huai'an. From the second half of 2019, the city has adjusted its housing supply and support standards with more special groups included.

The per capita monthly income standards of Huai'an low-income families and lower middle income families are raised from 1374 yuan to 1493 yuan and 2748 yuan to 2986 yuan respectively. In addition, the scope of housing supply and support has been enlarged, so the low-income citizens who have disposed of or traded houses, or obtained money in urban areas for more than 2 years because of monetized resettlement are now able to apply for public rental housing or homes with shared ownership again. Rent reduction scope for physical housing has also been expanded. Special groups with minimum living insurance, special poverty and disability can apply for 50% rent reduction.

Meanwhile, the new standard specifies the service targets of indemnificatory housing. Targets of monetary subsidy for public rental housing are low-income and lower middle income families with housing difficulties in the city, new employees and migrant workers; targets of physical housing include lower middle income families with housing difficulties in city and new employees; targets of shared ownership housing contain lower middle income families with housing difficulties in city, new employees, migrant workers, farmers with registered permanent residence in Huai'an and state functionaries working in towns.

In the future, Huai'an will further promote its monetization of housing supply and support, strive to open up funds channels for shared ownership housing and public rental housing, and improve the protective mechanism of physical housing and monetary subsidies. At the same time, its reform of housing security system will be further deepened and its housing security standards will be steadily expanded.
