The manufacturing PMI of Huai'an is 52.3% in March 2020, 19.9 percentage points higher than that in February, resuming its momentum of growth.

However, enterprises are facing many difficult problems. The problem most frequently faced by them is still "high labor cost". The second major problem is "insufficient market demand". 49.7% of enterprises are facing this problem, up 3.2 percentage points on a month on month basis. The third major problem is "capital shortage". 41.3% of enterprises report this problem, down 1.3% on a month on month basis. The alleviating epidemic this month is easing the problem of "insufficient labor supply", and the proportion of the enterprises reporting this problem fell from 23.9% in February to 16.8% in March.

The expected index of production and operation activities (Enterprises' expectation of the overall level of operational activities in the next three months) is 50.7%, up 17.4 percentage points on a month on month basis. It is higher than the boom and bust line, which means that the production of the enterprises is still in the range of slight expansion. It also indicates that the enterprises' expectation of future operation is better. The agricultural and sideline food industry and the chemical industry have the highest and lowest indexes, respectively, which are are 66.4% and 40.5%.
