In order to effectively reduce enterprises' burden, Huai'an strictly implements the national and provincial policies on the period reduction and exemption of social insurance premiums. Through great policy dividends and warm services in "exemption, reduction and deference", it has reduced social security premiums by 1.169 billion yuan for 19,300 Huai'an enterprises and helped them resume work and production with much lightened burden.

According to the relevant documents, municipal departments of Human Resources and Social security, Finance, Taxation, Civil Affairs, Statistics and Market Supervision have verified and approved the targets among large municipal enterprises, small, medium and micro-sized enterprises, private non-enterprise units, social organizations, individual industrial and commercial households and other insured units, and publicized the results to the society.

Currently, social insurance premiums that have been collected in February are being refunded in an orderly manner with 74.86 million yuan for 5502 enterprises on the refund list. According to statistics, as of March 25, 5,301 enterprises in Huai'an have got their money back, with the total amount of 73.72 million yuan and the refund rate of 98.5%.
