In order to ensure the orderly circulation of supplies in Huai'an, the city has issued Notice on Ensuring the Normal Circulation of Raw Materials and Products of Industrial Enterprises and provided "green channels" for local resumed industrial enterprises so as to smooth their transportation of raw materials and products.

Firstly, the road transportation with easy access of industrial enterprises is ensured in Huai'an. Block, sealing or cutting off roads without approval is completely prohibited. Those who do not correct their behaviors after education shall be dealt with strictly according to law.

Besides, the transportation record system is established and implemented for raw materials and product vehicles of the resumed enterprises. Main bodies of production and operation shall apply for the "traffic permit" issued by the county-level department of industry and information technology with record information regularly handed to the transportation department.

Moreover, production guidance as well as prevention and control supervision are strengthened. Resumed enterprises shall first clarify the main responsibility of epidemic prevention and control and then carry out strict management of personnel, environmental disinfection and ventilation, prevention and control of dining environment and daily report system. As for the vehicle with goods and materials, once the traffic permit is issued, it must strictly obey the rule of "special vehicle for special use", and its driver must record his track during the whole process. In case of any abnormality, the staff shall be timely isolated, observed, sent for inspection and reported to the epidemic prevention and control department.
