In order to do something concrete to its people, Huai'an Municipal Government has carried out the standard improvement project of small catering in urban area. Huai'an Municipal Finance Bureau has raised 15 million yuan and adopted the "Three Parts" method, i.e. a part of municipal awards and subsidies, a part of district subsidies, and a part of self-finance, to do a good job in fund guarantee and give appropriate subsidies to 5000 small catering enterprises in the urban area who have improved their catering standards.

At present, the completion acceptance of the project is proceeding in an orderly manner, and the first batch of financial subsidies have been issued to those small catering enterprises that have passed the acceptance. As a result, most of the small restaurants have taken on a new look, and their processing and operation environment has been greatly improved. For example, some of them have been equipped with visualized kitchen facilities. Their consciousness of food safety has been significantly improved, and their management system has been gradually implemented, so as to preliminarily realize the project's basically "reasonable layout, complete facilities, perfect system, and guaranteed safety".
