Huai'an should strengthen the inspection of Hongze Lake by its river or lake directors at all levels, actively train the leaders of the enterprises around Hongze Lake to act as the heads of the lakes, and hire the social supervisors to evaluate the management and protection effect of Hongze Lake, thus forming the coordination and joint management between different levels and comprehensively realizing the control and protection of Hongze Lake.

Water intakes, sewage outfalls, houseboats and catering boats should be investigated to promote the comprehensive treatment and long-term protection of Hongze Lake. Efforts should be made to promote the special rectification of "Two Violations and Three Disorders" in Hongze Lake. For example, based on our goals, we should quickly and intensively rectify the problem of "Two Violations and Three Disorders" to ensure that the completion rate of the rectification of "Two Violations" reaches more than 95% by the end of the year. Based on ecological governance, we should strictly implement Three-year Work Plan for the Management and Protection of Hongze Lake, and increase efforts to promote the implementation of various measures for better results. As for the long-term management and protection, the establishment and improvement of protection mechanisms should also be accelerated.
