China's top economic planner, the National Development and Reform Commission, has approved the Mayors Conference proposal to develop the Huaihe River Green Economic Belt, drafted by Huai'an City of Jiangsu Province. The commission gave a go-ahead to establish the Cities Cooperation Office and promote coordination in the belt's integrated growth.

Major leaders from 29 cities in five provinces along the Huaihe River are expected to participate in the conference to be held in Huai'an in the near future, which will also mark the formal establishment of a city-cooperation mechanism.

Huai'an regards the development of the Huaihe River Green Economic Belt as a major opportunity to promote regional development. In 2016, the city formed a leading group composed of major leaders from the local CPC committee and government. Huai'an was the first city to initiate the economic belt program and the State Council also approved a development planning submitted by the city on October 6, 2018, thus elevating the regional plan into a national development strategy.
