Since this year, Huai'an has targeted key links to drive full coverage of public revenue management in residential communities, ensure the effective implementation of supervision, and make operations more transparent.
First, Huai'an conducts citywide screening and categorized audits to establish a clear baseline. Based on a comprehensive survey, the city precisely identified 1,037 residential communities with public revenues. Adopting an approach that audits and implements procedures first in communities managed by state-owned enterprises or local communities before gradually expanding to commercial residential communities, Huai'an coordinated efforts across multiple departments—including housing and urban-rural development, as well as discipline inspection and supervision—to advance the initiative in a categorized and phased manner. As of early October, the special audit had been fully completed, clarifying and verifying over RMB 73 million in public revenue funds. Corresponding ledgers were improved simultaneously, laying a solid foundation for subsequent standardized supervision.
Second, Huai'an implements dedicated accounts with specialized management and leverages smart technology to build a sound long-term mechanism. Efforts are underway to transition public revenue management from decentralized accounting to dedicated accounts with specialized management and platform-based supervision. To date, 1,044 dedicated accounts have been opened, with full coverage expected by the end of the year. Leveraging the "iHuai'an" platform, a smart property management system has been established to disclose core information online, including community public revenues. By enabling property owners to conduct "cloud-based supervision" via mobile devices, Huai'an is resolving oversight bottlenecks, striving to bring all commercial residential communities onto the platform by the end of October to establish a smart, transparent, and routine supervisory framework.
Third, Huai'an carries out pilot demonstrations to enhance standardization, transparency, quality, and efficiency. Adhering to the principle of "piloting first and expanding progressively," Huai'an is actively exploring new pathways for standardized property management. A "trust-based" service model has been introduced across 23 residential communities, achieving full traceability and transparency in all revenues and expenditures through measures such as fixing property management remuneration, opening budgets to scrutiny, and establishing co-managed accounts. To date, a series of replicable and scalable practices have been developed, providing practical support for standardized property management citywide.
