Since the beginning of summer, the emergency management department of Huai'an has closely focused on the characteristics of the summer flood season, systematically planned, deployed, and coordinated comprehensive measures to build a comprehensive safety defense line for hazardous chemical production, making every effort to ensure a stable safety production situation in the chemical industry.

Adhering to the principle of prevention first and nipping problems in the bud, the emergency management department issued Ten Measures for Safety Precautions of Chemical Enterprises in Summer Flood Season in early June, specifying control requirements across five dimensions: protection against lightning, floods, strong winds, high temperatures, and overpressure. It strengthened rolling consultations and assessments with meteorological and other departments, dynamically monitoring weather trends and risks of emergencies and disasters, timely issuing early warning alerts, and urging chemical enterprises to implement preventive measures, with a total of 5 early warning alerts issued. It promoted the heads of various chemical enterprises to lead safety risk identification and assessment during the flood season, identifying 30 hazardous chemical enterprises involving substances that decompose easily when heated or are water-sensitive; it organized 37 enterprises with major hazard sources to complete full-coverage self-inspections of 106 major hazard source sites to address weaknesses in flood season safety management.

Regarding the defense work against typhoons Maysak and Bavi, timely work reminders were issued, clarifying that during the impact of typhoons, chemical enterprises are strictly prohibited from increasing production loads, adjusting production processes, conducting trial production for new projects, or carrying out special outdoor operations, to strictly prevent production safety accidents caused by waterlogging and strong winds.

In addition, micro-classes on safety for enterprises in Huai'an are carried out monthly, inviting front-line safety experts from enterprises to conduct special training on summer flood season safety through a combination of online and offline methods. Moreover, the emergency management department organized 40 sessions of "double-blind" emergency drills for chemical enterprises and collaborated with transportation, public security, fire protection, and ecological environment departments to conduct tabletop simulations for hazardous chemical transportation vehicle accidents, effectively enhancing the collaborative emergency response capabilities of government and enterprises.
