Recently, Huai'an introduced entrepreneurship subsidy policies for key groups. The one-time entrepreneurship subsidy and the entrepreneurship-driven employment subsidy can be applied for simultaneously, providing solid startup capital for local startups.
The subsidies cover five categories of people who have established business entities for the first time in Huai'an: college graduates (current students and those within 2 years of graduation), demobilized and retired military personnel, farmers, registered unemployed individuals, and people with employment difficulties. The applying entity must be registered in Huai'an for the first time, with the registration time not exceeding 3 years. Additionally, it must have been operating normally for 6 consecutive months prior to application and have continuously declared taxes according to law for over 6 months (including zero-tax declarations).
Eligible entrepreneurial entities will first receive a one-time entrepreneurship subsidy of RMB 4,000 per household. On this basis, if they actually employ other workers, sign labor contracts for 1 year or more, and pay social insurance premiums for 6 consecutive months (6 consecutive months prior to application and currently insured), an additional entrepreneurship-driven employment subsidy of RMB 3,000 per person will be issued. The more people hired, the higher the subsidy amount. The cumulative total of the two subsidies for the same entity shall not exceed RMB 100,000, and each is limited to one-time enjoyment.
Applicants can apply after preparing relevant identification, business licenses, tax records for the past 6 months, along with proof of employment. Information that can be automatically compared by the system is exempt from submission. Applications can be processed online through the "Jiangsu Service Office" App or the "Personal Entrepreneurship One-Stop Service" section of the Jiangsu Provincial Human Resources and Social Security Online Service Hall. Alternatively, they can be processed offline at the service window in the registration location of the entrepreneurial entity.
