Huai'an Builds a "Financial Barrier" for Disaster Prevention and Mitigation

Recently, Huai'an has been hit by severe convective weather, leading to frequent rain-related disasters. The Finance Bureau of Huai'an acted swiftly to allocate special funds for agricultural support, ensuring the stable operation of both urban and rural areas.

First, it urgently allocated RMB 284 million as subsidies for farmland fertility protection. To date, all subsidies within its districts have been distributed, benefiting over 450,000 farmers. With a direct subsidy of RMB 120 per mu, the initiative has stabilized grain farmers' income expectations and safeguarded the "lifeline" of food security.

Second, Huai'an raised RMB 15.42 million in disaster prevention and mitigation funds, focusing on supporting crop replanting in disaster-stricken areas, major pest control, and other measures to help agricultural production recover quickly after the disaster and serve as a "stabilizer" for agricultural production.

Third, efforts have been intensified in hazard mitigation and equipment maintenance. A total of RMB 11.85 million was allocated for the operation and management of urban pumping stations as well as flood control and drought relief. This systematically enhances the capacity of the flood and drought disaster prevention system, building a "safety embankment" for flood protection.

The Finance Bureau of Huai'an will continue to strengthen fund allocation and performance management. Dynamic supervision of fund disbursement will be implemented to ensure that funds are earmarked for specific purposes and delivered accurately, thereby continuously improving the quality and efficiency of fiscal investment in agricultural support.
